The business is relate to the road accident. When people involved in road accident there are group of people who will make money. This is call man or con man. Have u ever involved in road accident? what's your experience? in less than 10 minutes, out of nowhere, you will be surrounding by people who have walkie talkie in their hand and driving car with long or unique antenna. they will persuade you to bring your broken down car to their workshop. actually these people are only act as agent to the workshop. any case they bring to the workshop and they will be paid up to thousands depend on type of car or level of damages.
these people will wait for road accident in accident prone area every where. what is nightmare....sometime there are certain group of people ( not all) do the accident to get the case. this people will hire a person just to drive recklessly in order to bring unsafe traffic condition to other motorist. similar case of pouring nail on the road in motocycle lane to earn living . what a dirty job. you know..people will do everything to make ends meet clean or dirty.
road accident related business is considered lucrative industry. when one involved in accident..call man will call towing truck to bring the car get into workshop...call man and towing operator get paid...when car already inside and file opened....workshop will doing their job...calling adjuster to inspect the damages and make exorbitant claims with insurer and get paid....car owners will never know what's workshop have claimed..certain workshop also when not satisfy with the level of damages will add up damages by crashing the windscreen and etc (true experience from friend of mine) in order to prolong the list of broken down components. car owners also blamed for underinsured of their car (example : car value at 50K but insured less than that) when the some of the claims wasn't approved by insurer and have to self pay for part of it. it is not include the story of owners have to pay excess and betterment.
we already heard that insurers under PIAM proposed to government to increase the premium in order to cover the cost of reimbursement. look like the burden is going to be passed to the car owners. IT'S NOT FAIR.
the insurer must get into this problem thoroughly and find out where is the dark side of the story?

The tow-trucks companies may be making money but they did provide the emergency services when we are in grave need.
There are situations where these companies could had collaborated with the insurance firms but that fault is human greed and a lack of a system to manage the abuses.
Therefore, the blame is a lack of a proper control and monitoring system which the administrators and legislatures would not want to do anything about it. The legislators are more concern with woman leakages and clothings.
